American Gold Buffalo 1 oz of 24 carat. Is it normal that some of the "wave" or of different thicknesses of board?

Evidence was sealed in the factory of the coin "USA" with the plastic seal of the Treasury in the plastic. The work has not been removed or damaged in any way and the two parts are identical in all respects. It has never been an owner of a coin before I was checking all the time and I realized I have different layers as you move around the board. Once again the two are the same thing I was sure that this is "normal" for one of 9999 pure 24 karat gold American Buffalo coin. Thanks for any input.

When you say, sealed in plastic, I suppose you mean the thin mylar content. If the jagged edge appears to be uniform, then should not be a problem. Also, remember that the drawings (Indians and buffalo) are not flat, so you can be perceived as "irregular". No I can think of no other possible reason.
